To bid for the contract, a bidder must meet the following criteria (a) duly licensed Filipino citizen or 75% Filipino owned partnership, corporation, cooperative or joint venture, b) must be registered in the PhilGEPS or procurement service, c) with PCAB license, d) bidder must have an experience of having completed to at least one (1) contract similar to the contract to be bid, and whose value adjusted to the current indices, must be at least fifty percent (50%) of the allowable range of contract cost (ARCO) of their registration based on the guidelines as prescribed by the PCAB; and e) NFCC must be at least equal to the LCL at least ten percent (10%) of ABC.
