• Implementing the Integrated Trade Agenda in the Central Asia Regional Economic Cooperation Program - Automation and Digitalization of Georgia's Customs Declarations Processes using Artificial Intelligence Approval Date: 15-Feb-2019 Estimated Commencement Date: 200,000 USD Engagement Period: 8 MONTH Objective and Purpose of the Assignment A. Project Background 1. In Georgia, over 500 customs officers were responsible for manually filling in and processing thousands of import and export declarations each day, utilizing thousands of person-hours. At the same time economic operator has been spent an average of 30 minutes only for the one business process of completing the export declaration (45 minutes for import). This number is expected to increase significantly as international trade volumes grow year-on-year in line-with current global trade flow and supply chain diversification trends. 2. The project on automation and digitalization based on AI technology has been supported by the EBRD but regarding only the specific customs procedures. The ongoing AI based automation project is covering the following customs formalities: (i) Filling in of the Customs Declaration for export goods (ii) Issuance/generation of proofs of origin (The customs authorities issue preferential certificates of origin) (iii) Assessment of tax liabilities for goods (consignments) placed in yellow channel (documentary check) 3. The project is expected to automate procedures and processes subject to pre-defined logic and specialized set of rules as applicable. The AI systems is designed to carry out formalities without the involvement of customs officers outside of exceptional cases where direct intervention is required to ensure proper application of the regulatory framework. B. Purpose of the Assignment 4. Automating and digitalizing Georgia-s customs declarations processes using Artificial Intelligence (AI) technology will significantly reduce the burden placed on customs service personnel through the current manual process, freeing up valuable administrative resource for other services. In addition, it would result in faster, more efficient and transparent customs procedures - a key consideration for businesses planning their supply chain processes and identifying import/export markets - thereby increasing Georgia-s attractiveness as an investment destination. 5. Under this assignment, the following Customs Service procedures will be digitalized in line with Georgia-s broader efforts to automate its customs procedures: (i) Filling in of the Customs Declaration for import goods (automated filling rate is not less than 10-15 %) (ii) Filling in of the Customs Declaration for reexport goods (automated filling rate is not less than 50%) 6. Implementation of AI systems will enable this routine but time-consuming processes to be completed automatically without the involvement of customs officers, other than in exceptional cases. This will enable customs officers previously tasked with completing these processes manually to be reassigned to other processes - such as risk management and customs controls - enabling these to be better targeted and implemented. Automating the customs declaration processes is also expected to significantly reduce the time needed for import clearance, improving the ease of trade and importing for businesses. 7. GRS has identified two potential software solutions (UIPath and ABBYY) that is using to automate these processes. GRS now requires the support to implement the solutions and integrate them with GRS-s existing digital customs software (Asycuda, Oracle). The existing Automated System for Customs Data (ASYCUDA) system is not based on Web technologies, does not allow use of Web services and does not provide full API (Application Programming Interface) functionality. However, the current upgrading process of the customs ASYCUDA World system to the most current version supported by UNCTAD allowing access to new functionality modules (including the New Computerized Transit System (NCTS) for international data exchange) and, keeping the software sustainable. The part of customs business process is supported via software developed based on Oracle. 8. To support these efforts, the Asian Development Bank is now seeking the services of a consultant firm to implement and integrate the recommended software solutions with GRS-s existing software for import declarations.
