Description : GPPB Resolution No. 18-2021 titled Approving the Amendment to Section 53.12 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 and the Guidelines for the Conduct of Community Participation in Procurement provided the basis to apply Negotiated Procurement- Community Participation as a mode of procurement. "Section 48 (Alternative Methods) of the 2016 Revised Implementing Rules and Regulations (IRR) of the R.A. 9184, states among others, that "Subject to the prior approval by the Head of the Procuring Entity and whenever justified by the conditions provided in this Act, the Procuring Entity may, in order to promote economy and efficiency, resort to any of the alternative methods of procurement provided in this Rule. In all instances, the Procuring Entity shall ensure that the most advantageous price for the Government is obtained."
