2. Willing to provide services on a “send bill” arrangement
3. At least 3 years in operation in services of tour operator
4. Must have handled at least three (3) similar projects internationally
5. Secured sponsorship or discounted rates should be deducted to actual expenses
6. Shall have the necessary experience and expertise in handling educational tour services
