I. Rationale
Executive Order (EO) No. 605, dated February 23, 2007, institutionalizes the structure, mechanisms, and standards for implementing the Government Quality Management Program (GQMP), amending Administrative Order No. 161. It aims to improve public sector performance by adopting ISO 9000 series standards for quality management systems.
EO 605 mandates all departments and agencies of the Executive Branch, including Government-Owned and/or Controlled Corporations (GOCCs) and Government Financial Institutions, to adopt ISO 9001:2000 Government Quality Management Systems Standards (GQMSS) as part of a government-wide GQMP.
