Description : In accordance with Implementing Rules and Regulations of R.A. 9184, particularly on the use of Alternative Mode of procurement, I am requesting that the purchase/procurement of the above-captioned project be made through NEGOTIATED PROCUREMENT - COMMUNITY PARTICIPATION due to the following reason(s):
That, PEs, through its Bids and Awards Committee (BAC), undertaking Community-Based Projects may resort to the NP-CP under Section 53.12 of the 2016 revised IRR of RA No. 9184 in any of the instances found in Appendix 35, Item 4.2 of this Guidelines.
That, Community Participation is most appropriate when the involvement of people in the community, in part or whole, is necessary to sustain the project outputs and achieve its intended outcomes. (Appendix 35, Item 4.2.1)
