Description:
The primary objective of this assignment is engagingexperienced experts to support the World Bank and the Government of thePhilippines, (DOST as National Disaster Risk Reduction and Management Council(NDRRMC) Vice Chair for Disaster Prevention and Mitigation and OCD as theimplementing arm of the NDRRMC), in running a national diagnostic and identifyingand prioritizing investment and institutional capacity needs to strengthen thewarning dissemination and preparedness to respond capacities (components c andd) of its national MHEWS.Specific objectives include:• Conduct a comprehensive assessment of thecurrent capacities, gaps, and needs of the existing MHEWS, with a specificfocus on risk analysis, warning dissemination and communication, andpreparedness to respond capability.• Provide actionable recommendations foroperational and strategic improvements, ensuring the efficient, timely, andequitable dissemination of warnings, particularly to remote and vulnerablepopulations, and promoting the effective use of early warning information for appropriateand calibrated actions.• Develop a 5-year strategic investment plan thatdetails the required upgrades in infrastructure, technology, human resourcescapability building, and institutional processes to create a more robust,efficient, and people-centered MHEWS.
