Tenders are invited for Gap Analysis: Assess Environmental & Social Compliance and Propose Supplemental Mitigation Measures for Rizal Commercial Banking Corporation (Rcbc)-Funded Coal-Fired Power Plants (Philippines) On April 7, 2022, the IFC Board approved its Management Action Plan (MAP) in response to findings and recommendations of an investigation of IFC's investments in RCBC in the Philippines conducted by the Compliance Advisor Ombudsman (CAO), IFC's independent accountability mechanism. RCBC is a large universal bank in the Philippines. The investigation stemmed from a 2017 NGOs and communities' complaint which alleged that RCBC had provided financial support to several coal-fired power plants without applying IFC Performance Standards (PS), leading to potentially serious environmental and social harms to affected communities and contributing to global climate change. The assignment will involve a gap analysis against national regulations and IFC PS/IFC EHS Guidelines and assessment of the E&S compliance status of the complaint-involved coal-fired power plants, including desk reviews combined with site visits wherever feasible and conflict-sensitive consultations with affected communities. The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.
