The Asian Development Bank (ADB) is a multilateral development bank whose mission is to help its developing member countries in the Asia-Pacific region reduce poverty and improve the quality of life of their people. Headquartered in Manila, Philippines and established in 1966, ADB is owned and financed by its 68 members, of which 49 are from the region and 19 are from other parts of the globe. ADB also has 28 resident missions and 3 representative offices in Tokyo, Frankfurt, and Washington, DC. More general information about ADB is available at www.adb.org. ADB has about 3,500 staff in its Headquarters and field offices. 2. The Budget, People, and Management Systems Department (BPMSD) within ADB provides advice and services to the bank in areas of budget, staff management, human resources, staff development, benefits, and compensation. Within BPMSD, the HR Business Partners Division (BPHP) provides strategic advice on recruitment, retention and development of managers and staff, and ensures ADB has the right people to achieve its vision and mission. It partners with units across the wider HR function to implement talent management, performance management, career development, secondment and management of the young professional and internship programs, and serves as focal point to deliver value-added HR services, advice and support. 3. ADB seeks to strengthen its staff and skills mix to remain relevant and keep pace with a changing Asia and Pacific region. To this end, ADB employs flexible recruitment practices including engagement of executive search firms to hire high caliber talent, and to maintain a diverse workforce. B. PURPOSE OF THE FRAMEWORK AGREEMENT 4. The purpose of this Framework Agreement (FA) is to establish a pool of executive search firms that have the necessary qualifications and experience to support ADB in meeting its recruitment goals. Having several executive search firms on an FA roster allows ADB to quickly contract rostered firms when a need for executive search expertise arises. 5. A Framework Agreement (FA) will be signed with each executive search firm (FA Consultant). During the life of the FA, upon the execution of a call off (FA Call-Off), the FA Consultant will provide executive search services to support ADB in identifying talent for difficult-to-fill positions. C. DURATION AND LOCATION OF THE SERVICES 6. FAs will be established for an initial period of three years. Subject to the satisfactory performance of an FA Consultant and ADB-s continued requirement of the Services from an FA Consultant, an FA may be further extended by two additional periods of one-year each. The maximum duration of an FA will be five years. 7. Unless specifically requested otherwise by ADB on a case-by-case basis as part of an individual FA Call-Off, the FA Consultant shall provide the Services from its home office or other location where it normally undertakes its business activities. There is no requirement for the FA Consultant to travel to or have a presence in Manila, Philippines. D. SCOPE OF SERVICES REQUIRED 8. In accordance with the terms of the FA, ADB may request an FA Consultant to undertake an FA Call-Off to perform executive search services for (i) a candidate to fill a single staff vacancy, or (ii) for a pool of candidates that may be used to fill several similar staff vacancies over a period of time. 9. An FA Call-Off may be requested to support the recruitment of International Staff and/or National Staff at ADB Headquarters or in any of its offices worldwide. On an exceptional basis, ADB may also request support of the FA Consultant to undertake other similar recruitment services (e.g., for other non-staff positions), the details of which shall be agreed on a case-by-case basis with the selected FA Consultant. 10. Under each FA Call-Off the following describes the main phases in the recruitment process: a. Initial Referral: i. The FA Consultant will submit several sample calibration profiles based on their understanding of the role profile. The FA Consultant will source candidates for initial referral based on ADB-s feedback on the calibration profiles. ii. Once the calibration profiles are agreed, the FA Consultant will submit to ADB a longlist of qualified candidates (i) who meet minimum requirements of the subject position; (ii) who do not have an active application to the subject position in ADB-s Career and Employment System (ACES). and (iii) whose interest in the position has been established by the FA Consultant. The longlist will be subject to review and approval by ADB. Unless specifically agreed otherwise, the final, ADB approved, longlist should consist of a minimum of 10 candidates. b. Shortlisting: i. The FA Consultant will submit comprehensive profiles of all candidates whom ADB would like to subject to a shortlisting panel review. Candidates at this stage should have been subjected by the FA Consultant to enhanced due diligence for their interest in ADB and suitability for the subject position. The final composition of the shortlist is subject to ADB approval. Unless specifically agreed otherwise, the final, ADB approved, shortlist should consist of a minimum of three (3) candidates. c. Hiring of a Candidate: i. The FA Consultant is expected to support ADB and the selected candidate who was referred by the FA Consultant, when needed, to ensure pre-offer and formal offer stages between ADB and selected candidate progress smoothly into hiring (as defined in S-8 of Terms and Conditions for FA Appendix 1-C). 11. Periodic Updates: During the FA Call-Off and unless otherwise agreed between the parties, the FA Consultant is expected to provide ADB with updates on the status of the executive search assignment every two weeks. This may be in the form of progress reports and/or bilateral meetings, and will be detailed in the FA Call-Off. 12. At ADB-s sole discretion, each FA Call-Off may comprise all, or a subset of the phases detailed above. This may occur in a scenario where, for example, ADB specifically requires an FA Consultant to undertake market mapping activities for specific roles, or detailed candidate assessments are required for candidates identified through ACES. In the event that a subset of the phases are requested, ADB will agree with the FA Consultant the applicable remuneration for the task undertaken. 13. The following provides a non-exclusive list of the main sectors in which ADB may require the expertise of an FA Consultant during the life of this FA. ADB may also issue FA Call-Offs for recruitment in sectors not specifically detailed below. a. Finance and Investment; b. Risk Management; c. Climate Change; d. Social Sector (Social Protection, Health, Gender, Education, etc); and e. Information Technology
