1.0 INTRODUCTION

Natural assets are an invaluable environmental capital which less developed municipalities can focus their development plans on. Apart from the intrinsic ecosystem services nature provides, these natural assets also provide opportunities for recreation and leisure that are the base of a tourism economy.

The municipality of Dipaculao, in Aurora province, provides a wealth of natural assets in its scenic highlands and stretch of the coastal zone. The local government of Dipaculao aspires to a development strategy well anchored on making it an eco-tourism hub, as enshrined in its stated vision in its current Comprehensive Land Use Plan [CLUP].

These Terms of Reference [TOR] provide guidance for the preparation of a medium-term 5-year Tourism Master Plan by interested, qualified consultants.
