A. Background
Several years after the lifting of the public health emergency in the Philippines, the Financial Management and Administrative Service (FMAS) continues to adapt to a postpandemic work environment. While operational stability has returned, lingering interpersonal and emotional challenges have begun to affect team cohesion, communication, and performance.

Subtle but persistent team dysfunctions - such as limited collaboration, emotional disengagement, and avoidance of constructive conflict - are holding the group from its full potential. These issues impact not only internal morale, but also FMAS' ability to deliver responsive, high-quality administrative and financial services to IPOPHL and its stakeholders.
