1. The Service Provider must be a Non-Government Organization or Civil Society Organization with the necessary permit to provide consultancy services or conduct research;
2. The permit of the Non-Government Organization or Civil Society Organization must be valid during the implementation of the OGP Localization Documentation;
3. The Service Provider must be eligible to participate in government procurement (please see attached TOR and submit document items 1, 2, and 6 of Annex 1)
4. The Service Provider or all its consultants to be deployed for research must have previous experience for the last one (1) year in conducting interviews and/or research as may be certified by the head consultant of the Service Provider; and
