The Council for the Welfare of Children (CWC) is the primary government agency mandated to
coordinate the implementation and enforcement of all laws, policies, and programs for the
protection and welfare of children in the Philippines. In line with this mandate, the CWC also
plays a critical role in addressing prevailing and emerging issues concerning children through
informed, evidence-based policymaking and program development.

Given the complex and evolving challenges faced by children, there is a pressing need to
deepen our knowledge and understanding of their situation through sustained, inclusive, and
