• DOCK Organizational Reform Consultant Objective and Purpose of the Assignment Organizational Reform ADB is embarking on a comprehensive organizational reform. Among the main features of the organizational reform is the adoption of a New Operating Model (NOM) to make ADB fit for purpose given the region-s changing landscape and development challenges. One of the recommendations under the NOM is the realignment of departments and offices. A decision has been taken that the Knowledge Advisory Service Center (KASC) will be moved from Sustainable Development and Climate Change department (SDCC) to the Department of Communications (DOC), which will be renamed the Department of Communications and Knowledge Management (DOCK). The merger will bring the entire corporate knowledge management cycle into one department, to ensure consistency, efficiency, and effectiveness in knowledge management, and enhanced corporate support for innovation. DOC-s current mandate. The overall responsibility of the Department of Communication (DOC) is to communicate ADB's policies, and information on ADB operations and their impact on developing member countries, to internal and external audiences. It supports operational, knowledge, research and other operational support departments, and sector and thematic groups in assembling and presenting knowledge from their respective activities. It is also the focal point for all public information activities including building relations with media, managing the external website and the Bank-s publishing program, and leading internal communication and supporting ADB-s information disclosure requirements. It supports ADB Management-s public communications and outreach strategies to raise the Bank-s profile and position ADB as a knowledge bank. KASC-s current mandate. KASC is tasked to lead the efforts to implement bank-wide strategic approaches to production and consumption of knowledge services, including through effective cooperation and close coordination within and across solutions and regions groups. It organizes capacity building activities in consultation with BPMSD to enhance knowledge management skills of relevant ADB staff, coordinate the management of sector and thematic learning programs and training needs assessments for solutions groups; and identify incentives to develop, manage and disseminate knowledge in line with corporate objectives. Departmental Reform Process To form the new department, it is necessary to undergo a process of organizational design to remodel the department and come up with an organizational structure that will ensure the delivery of high-quality, efficient, and effective communications and knowledge management. The process should be undertaken in a participatory manner, ensuring thorough consultation with and engagements of different groups and stakeholders internal to DOC and KASC.
