2. Define the Plan's Objectives
3. Conduct a Community Visioning and Goal Setting Process
4. Review existing plans
5. Conduct an Arts and Cultural Assets Inventory
6. Research trends and creative industry , demographics
7. Conduct consultations ( with NHP, NCCA, etc.)
8. Conduct Citizen Forums and Surveys
9. Conduct Focused Group Discussions
10. Develop Recommendations and strategic actions
1. Develop a Culture Roadmap
12. Conduct a Community Validations
13. Write CDP based on Community Validation
