1. The Republic of the Philippines has received financing from the Asian Development Bank (ADB) toward the cost of Improving Growth Corridors in Mindanao Road Sector Project (IGCMRSP), and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Department of Public Works and Highways (“the Purchaser”) invites sealed bids from eligible Bidders for the delivery, installation, configuration, and commission of the ICD-2 Fiscal Accountability.

3. Open competitive bidding will be conducted in accordance with ADB-s Single Stage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
