Description : The list of minimum requirements is indicated in the Eligibility Form. Eligibility of prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultants, qualification of the personnel and current workload. Only three eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality Based Evaluation (QBE).

The criteria and rating system for shortlisting are:
1. Quality of personnel to be assigned to the project which covers suitability of key staff perform the duties of the particular assignments and general qualifications and competence including education and training of key staff - 60%
2. Experience and capacity of the consultant which include records of previous engagement and quality of performance in similar and in other projects; relationship with previous and current clients.
