Description : REQUIREMENTS FOR ENGAGING THE CONSULTANCY FIRM
The prospective consultant or consulting entity must meet the following minimum requirements:
A. Eligibility Requirements
1. Legal and Regulatory Compliance

○ Legally registered entity in the Philippines, with valid SEC/DTI registration and Mayor-s Permit;
○ Must not be blacklisted or under suspension by any government agency.

2. Experience and Track Record

○ At least 5 years of experience in conducting LNAs, human capital studies, training impact assessment, or capacity-building programs, preferably in the tourism or service sector.
○ Must provide at least three (3) completed projects of similar scope, particularly in conducting LNAs, impact assessments, or related projects.

3. Technical Capability

○ Proven ability to design and administer quantitative and qualitative research tools (e.g., surveys, FGDs, KIIs).
○ Competence in comparative and thematic analysis, integrating previous LNA results with current findings.
