  RATIONALE
  
  On 28 March 2016, the Philippine Commission on Women (PCW) and the National Economic and Development Authority (NEDA) issued Joint Memorandum Circular (JMC) 2016-01: Guidelines for the Creation, Strengthening, and Institutionalization of a Regional Gender and Development Committee (RGADC) under the Regional Development Council (RDC). This policy directive established RGADCs as regional mechanisms to initiate, coordinate, and monitor gender mainstreaming in regional and local development plans, policies, and programs.
  
  Nearly a decade after the JMC-s issuance, RGADCs have been created or strengthened across regions.
