Description : RATIONALE

Gender equality and the empowerment of women and girls remain a central priority in fostering inclusive and sustainable development. Achieving this vision requires the integration of Gender and Development (GAD) into all sectors, ensuring that gender considerations are embedded in policies, programs, and organizational practices. As provided under Section 36 (a) of the Magna Carta of Women (MCW), government entities—including national government agencies (NGAs), government-owned and -controlled corporations (GOCCs), state universities and colleges (SUCs), local government units (LGUs), and other relevant stakeholders—are mandated to allocate at least five percent (5%) of their total budget for the implementation of GAD programs, activities, and projects (PAPs). The MCW or RA 9710 thus underscores the institutionalization of gender mainstreaming across all government initiatives.
