Description : A. RATIONALE
The Safe Spaces Act (Republic Act No. 11313) is a landmark legislation that guarantees
every person-s right to safety and dignity in all spaces—public, private, online, and
professional. It expands protection against gender-based sexual harassment (GBSH) and
promotes accountability among individuals, institutions, and communities.
The Philippine Commission on Women (PCW), as the primary policy-making and
coordinating body on women and gender equality concerns, serves as Co-Chair of the
Inter-Agency Oversight Committee on the Safe Spaces Act (IAOCSSA). In this role, PCW,
alongside member agencies, is mandated to develop a comprehensive and integrated
program to prevent and respond to GBSH.
To support this mandate, PCW developed the Gender Sensitivity Training (GST) for SSA
Offenders Training Guide contextualized to the Safe Spaces offenders, a capacity
development tool designed to enhance stakeholders' understanding of gender issues and
