  • Tenders are invited for Consultancy: MENA Housing Market Systems Mapping. Closing Date: 15 Jan 2023 Type: Consultancy Themes: Protection and Human Rights/Shelter and Non-Food Items Background Habitat for Humanity (HFH) aims to catalyze both the demand and supply side of the affordable housing market to achieve a vibrant housing ecosystem in targeted countries across the Middle East & North Africa (MENA) region. To accomplish this, HFHI will focus on improving access to products, services, and financing to enable low-income households access to improved housing. In 2022, HFHI-s MENA Strategic Framework included an explicit objective to catalyze market systems aligned to the housing value chain. Contributing to this strategic priority, HFHI intends to understand the state of the market and potential challenges and opportunities, with an initial focus in Egypt, Jordan and Lebanon. Informed by this research and analysis, HFHI intends to develop a targeted market systems program that will facilitate the increase in quality housing products and services for owner-driven home construction by low-income households. Overall Objectives Across the targeted countries, this study aims: To understand the housing demand of low-income households and their relationship to market actors. To understand the broad enabling environment related to housing across the MENA region. To understand both the labor and material supply-chain related to low-cost housing, identifying challenges and opportunities. Informed by the above, to propose a suite of practical, programmatic solutions for HFH and sector partners to affect positive change across the housing value chain. Additional details This exercise, conducted across Egypt, Jordan and Lebanon, will be undertaken in close collaboration with various partners within the HFH network. Applying a practical program solutions approach, the mapping will provide both a nuanced country analysis, and a broader, regional analysis of common opportunities and challenges. Across all three targeted countries, the mapping will analyze both the demand and supply components of the housing value chain, including: Demand: To understand and map the pathways / journey taken by vulnerable households in their pursuit of safe, affordable, resilient shelter Supply: To consider both the material and labour supply chain components related to low-cost housing, including: Construction Services: To understand the broad construction services related to housing (for example, carpentry, casual labour, plumbing, electricity etc, and processes such as budgeting, procurement, construction supervision) with a focus on: labour market gaps and saturation, sector demographics, broad technical skill-set and existing quality. - To identify opportunities and barriers related to: training opportunities (availability and accessibility to formalized training, VTCs); recognized certification; job placements and the transition to employment. - Prioritize analysis and potential solutions for vulnerable and minority groups, including women, youth, the displaced, and persons living a disability. Materials*:* To analyze the broad market, including Small and Medium-sized Enterprises (SME) market sector contributing to the housing value chain - such as concrete blocks / bricks; glassing; tiling; timber; iron mongering; roofing; photo-voltaic systems; etc, and the practice of imported vis-a-vis. locally developed materials. - To identify the opportunities and challenges faced by SME and potential solutions or interventions to ameliorate identified challenges - **Specifically in Lebanon, an additional component related to the provision of basic services & utilities (incl. electricity, water, waste disposal) may be considered Acknowledging the impacts of climate change, and the significant contribution of the construction sector on carbon emissions, there is an interest to understand, identify and prioritize support low-cost housing solutions which: 1. Are more resilient and energy-efficient; and 2. involve a lower-carbon footprint in their production and maintenance; and 3. have inputs which are readily recyclable . Informed by the above findings, this exercise will also map and identify institutional donors with an interest in scaling housing related market-systems. Methodology The research will be conducted using qualitative research methodologies. This is anticipated to involve desktop studies & secondary data reviews to understand the broad enabling environment; and primary research using design thinking methodologies such as customer journey mapping, persona development, shadowing exercises etc to understand demand realities. Research tools would be jointly finalised by HFH and the consultant/firm The research consultant/firm should make use of innovative analysis techniques/frameworks for capturing and summarizing the qualitative data obtained and provide a detailed report documenting trends, observations, and practical recommendations. Deliverables The project deliverables are as follows: Inception Report Draft Report with Preliminary Findings Final Report Project Location The mapping will be undertaken both remotely, with short (up to one-week) field missions to occur to each of the three targeted countries. HFH and the successful applicants will jointly finalize ToRs for specific field missions. Locations of analysis in each targeted country will be decided together with HFH. Project Timeline The mapping will be undertaken over the period of late January through February/March 2023. Project Cost and Payment Arrangements The proposed budget must include the cost of field visits. Invoicing will occur upon submission, approval and acceptance of the deliverables, based on the schedule below: Deliverables Percentage of Contracted Amount Inception Report 50% Draft Report with Preliminary Findings 20% Final Report 30% Specific Requirements and Competencies The consultant/firm may be individuals, groups of individuals with a designated team lead, or firms. The consultant/firm must have at a minimum the following qualifications: With expertise, familiarity, and/or relevant experience with housing sector for at least seven (7) years, Demonstrated experience in conducting strong secondary data collection and analysis Demonstrated experience in conducting participatory primary research/data collection, including using design thinking methodologies, Excellent verbal and written communication skills in Arabic and English, Strong technical writing skills, Ability to work within the proposed timeline. Key Personnel and Staffing: Describe the key personnel and a staffing plan for the project. Include CVs of key personnel who would be part of the proposed plan. Describe your level of knowledge and experience specific to the housing sector. Also, describe your relevant competencies pertinent to the requirements of the project. Capability Statement: Provide high-level details of similar projects accomplished by the consultant/firm. Workplan: Present a detailed timeline of key activities. Financial proposal: The financial proposal should include at least a summary budget narrative. The cost estimates used to prepare the budget should be presented in US dollars.
