Sustainable Tourism Development in the Central Asia Regional Economic Cooperation Region - CAREC Visa Facilitation Study and Phase 2 of the Development of a Travel Bubble in Kazakhstan and Almaty under ABEC Approval Date: 02-Aug-2019 Estimated Commencement Date: 220,000 USD Engagement Period: 16 MONTH Objective and Purpose of the Assignment a. Visa Facilitation Study for the CAREC Region. The study will assess current visa policy procedures and regulations and recommend areas for improvement based on global best-practices and case studies with potential pilot programs. b. Phase 2 of the Development of a Travel Bubble in Kazakhstan and the Kyrgyz Republic under the ABEC. In 2020, ADB in collaboration with UNWTO developed two projects focused on working towards an effective “travel bubble” within ABEC: (i) Accommodation Classification System (ACS) Report supported by TA 9487: ABEC Support; and (ii) COVID-19 Health and Safety Protocol Report supported by subject TA, with both including capacity building components. Both projects helped strengthen country regulations through the: (i) adoption of international best-practices and recommendations; (ii) guidance of public and private tourism stakeholders in adapting business and service operations to the new realities of COVID-19; and (iii) improvement in coordination and exchange between tourism stakeholders and authorities of both countries, thus fulfilling a prime requisite for the development of an ABEC travel bubble. A second phase for both projects is proposed to: (i) implement the targeted recommendations and implementation plan for institutionalizing the ABEC travel bubble concept; (ii) promote adoption of standardized safety and health protocols among CAREC DMCs to be prepared for unexpected public health risks and challenges such as the COVID-19 pandemic; and (iii) share lessons from the “travel bubble” case study between Kazakhstan and the Kyrgyz Republic among other CAREC DMCs.
