  WHEREAS, the VIRGINIA RAMIREZ CRUZ NATIONAL HIGH SCHOOL recognizes
  the importance of providing comprehensive health care benefits to its teaching
  and non teaching personnel;
  
  WHEREAS, a Health Maintenance Organization (HMO) is deemed to be the
