I. BACKGROUND

The Marine Fisheries Research and Development Center (MFRDC) in Guiuan, Eastern Samar plays a crucial role in advancing sustainable fisheries and aquaculture in the region. The center came into existence through the Fisheries Administrative Order (FAO) 029 series of 2001 and was formerly known as the National Center in Mariculture Research and Development, as a training and research facility of the Bureau of Fisheries and Aquatic Resources (BFAR). MFRDC provides technical assistance, capacity building, and resource management education to local fisherfolk, stakeholders, and students. However, the existing training hall at MFRDC-Guiuan has become inadequate in addressing the increasing demand for more effective and inclusive training sessions.
