TERMS OF REFERENCE

I. BACKGROUND

The Department of Agriculture (DA) developed a fisheries transformation plan by establishing Agri-Industrial Business Corridors (ABCs) in Fisheries Management Areas (FMAs) aimed at creating a food-secure and resilient Philippines. In 2022, the NFRDI launched the AquaBiz School (ABS) and Technology Business Incubation (TBI) to provide educational, research, and entrepreneurship services. These initiatives support the growth of aquaculture technologies into a viable business, creating jobs and improving the livelihoods of fisherfolk and local communities.

As mandated in RA 8850 as amended by RA 10654, the NFRDI shall lead in the development and maximum use of technologies, knowledge, and information for the benefit of its stakeholders, and to contribute to food security and economic growth in the fisheries.
