SUPPORTING THE PHILIPPINES FOR THE CARBON PRICING DEVELOPMENT (PHASE 2- ACTIVITY 3: ASSESSMENT OF MRV SYSTEMSAND REGISTRY ARRANGEMENTS)Since 2019, the World Bank has supported the Government of the Philippines in developing carbon pricing instruments (CPIs) through successive technical assistance programs. Building on this work and under the PHRD-funded program, the Department of Finance (DOF) and an interagency Technical Working Group (TWG) are advancing the design of a Voluntary Cap-and-Trade (V-CAT) mechanism, with a pathway toward a future Mandatory Emissions Trading Scheme (M-ETS).Phase 2 of this program (July-December 2025) focuses on detailed design, including legal and institutional arrangements, implementation roadmaps, and monitoring, reporting, and verification (MRV) and registry systems. This TOR relates to Activity 3, which aims to assess MRV systems and national crediting registry requirements for the V-CAT and their evolution into the M-ETS. The consultant will review existing and proposed MRV and registry arrangements, develop proposals for suitable mechanisms and institutional responsibilities, and provide high-level specifications for a national registry. Outputs will inform the Government-s preparation for domestic carbon markets and engagement in international mechanisms under Article 6 of the Paris Agreement.
