  1. The Philippine State College of Aeronautics, through the Corporate Budget for the contract approved by the governing Boards intends to apply the sum of Six Million Pesos, PhP 6,000,000.00, being the ABC to payments under the contract for the Aircraft Engine Overhaul (Parts and Labor) /PB2025-Goods and Services-15. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  
  General Requirements:
  a. The Service Provider AMO must be certified by Civil Aviation Authority of the Philippines;
  b. The Service Provider must have AMDC approved and certified by the CAAP;
  c. All supplies and engine parts shall be of type and quality that conform to Textron Lycoming specification and standards. Ideally, Original Equipment Manufacturer (OEM) Lycoming parts. All supplies of engine parts to be used in the performance work describe herein are subject to be checked by qualified PhilSCA personnel for ocular inspection and onsite visit.
  d. The Service Provider must have updated Lycoming Publication. SB-s and AD-s for affected engine model no. 0-320-D2A S/N: L-19895-39A...
