- The World Bank is providing a technical assistance to the Department of Transportation (DOTr) and selected Highly Urbanized Cities (HUCs) in the Philippines to accelerate the implementation of the Government's flagship Public Transport Modernization Program (PTMP). The objective of this technical assistance is to identify a suite of changes and reforms for pilot across key PTMP components for efficiency improvement in the selected HUCs, which could be replicated nationwide once proven successful. The selected HUCs include: (i) Bacolod City, (ii) Baguio City, (iii) General Santos City, (iv) Iloilo City, and (v) Cebu-Mandaue-Lapu Lapu city cluster. As a part of this technical assistance, the World Bank is looking for a Consulting Firm specialized at urban transport planning and public transport planning to carry out a two-phases assignment focusing on Local Public Transport Route Planning (LPTRP) Improvement in targeted HUCs. The total size of the assignment is US$450,000, with US$250,000 allocated for Phase 1 and US$200,000 allocated for Phase 2. Phase 1 focuses on data collection and digitalization. The Consultant is expected form a consortium with local partners to carry out the following activities across five focused HUCs simultaneously:(a) Basic Institutional Mapping for existing stakeholders and partnership in place for LPTRP formulation, and evaluating the baseline datasets, data platforms, technical capacities in place in this area. (b) Road Network Base Mapping to collect essential road network geometry data at street level for Public Utility Vehicle (PUV) route mapping through aerial survey, drone surveys, and/or satellite imagery. (c) PUV Route Mapping through GPS survey and operator survey to map out existing actual PUV routes for all PUV modes (jeepneys, UV Express, Bus, Minibus, Tricycles), and critical operation details such as timetable and frequencies.
