Description : 1) The Department of Public Works and Highways - Mountain Province 1st District Engineering Office (DPWH-MP1stDEO) is conducting this procurement through Early Procurement Activity (EPA) pursuant to GPPB Resolution No. 14-2019 dated July 17, 2019 (Guidelines on the Implementation of Early Procurement Activities (EPA)) and/or Appendix 31 of the 2016 Revised IRR of RA 9184 (updated as of September 30, 2021), which provides, to wit:
