Description : The BAC is conducting the public bidding for this Contract in accordance with Republic Act No. 9184 and its Implementing Rules and Regulations (IRR).

Bids received in excess of the Approved Budget for the Contract (ABC) shall be rejected automatically at bid opening.

2. To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or 60% Filipino-owned partnership/corporation with PCAB license for Size Range Small A to Large B, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.

3. The DPWH will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

4. If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor-s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184...
