Description : REQUEST FOR EXPRESSION OF INTEREST (REI)
FOR INDEPENDENT CONSULTANCY SERVICES FOR THE TARLAC-PANGASINAN-LA UNION-EXPRESSWAY (TPLEX) EXTENSION PROJECT

1. The Department of Public Works and Highways (“DPWH”) entered into a Concession Agreement (“CA”) with SMC TPLEX Extension Infrastructure Corporation (“the Concessionaire”) on July 3, 2024 for the extension of the Tarlac-Pangasinan-La Union Expressway.
2. In Section 4.1 of the CA, the Grantor and Concessionaire agreed to appoint an Independent Consultant following the procurement procedures under Republic Act Nos. 11966 and 9184. Further, the Grantor and Concessionaire agreed that the compensation cost thereof will be borne by the Parties on a 50% - 50% basis.
3. Thus, after determination by the Grantor that the Approved Budget for the Contract (“ABC”) will be Php 335,752,343.00, inclusive of 5% contingency, the Grantor is mandated to shoulder 50% in the total amount of Php 167,876,171.50 which is now intended to be applied as payments for the contract of an Independent Consultant for the TPLEX Extension Project.
