Description : 1. The Civil Aviation Authority of the Philippines, through the DOTR (DL) GAA 2015 intends to apply the sum TWO HUNDRED TWENTY-SEVEN MILLION SIX HUNDRED TWO THOUSAND FOUR HUNDRED FORTY-FIVE PESOS AND 95/100 (PHP227,602,445.95) being the Approved Budget for the Contract (ABC) to payments under the contract for DEVELOPMENT OF NEW AIRPORT SITE AT NAGA AIRPORT (EARTHWORKS) (Bid No. 25-55-07 ALPHA). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Civil Aviation Authority of the Philippines now invites bids for the above Procurement Project. Completion of the Works requires THREE HUNDRED THIRTY (330) CALENDAR DAYS (INCLUSIVE OF TWENTY (20) RAINY/UNWORKABLE DAYS). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
