WHEREAS, the Provincial Government of Eastern Samar has initiated a program as a means of information dissemination of all the programs, projects and services offered by the provincial government to all the people, especially Estehanons, to let them be aware and guided.

WHEREAS, to have a wide-range coverage of the above-said information dissemination of all the programs, projects and services offered by the provincial government, there is a need to procure a Blocktime Program with a radio station;
